Answer:You can do it over the Internet using DVdriver and Skype. DVdriver works with Skype and TV capture cards the same way it works with video capture cards. In fact, most video capture cards have TV tuners. You need a PC with a TV capture card or USB tuner, DVdriver from our website, and Skype from www.skype.com/download. Your friend just needs Skype. Then download and install Skype 2. Sign up for the free service and when you have the main Skype calling page up on your screen go to "Tools" menu, and select "Options". There will be an icon for VIDEO on the lower left. Selecting this will give you the option of choosing DVDRIVER as your video source. DVDRIVER makes your computer see the TV channel as a USB camera, and you can then test this using the "Test Webcam" box in Skype. In DVdriver you may need to click the top left menu icon and go into Video Device Settings->Camera Settings->Video TV Tuner to select the channel you want to show.
